1. Review the Project.
- Describe the project background, including 5 concerns – purpose, problem, key inputs and outputs, focus area, and target audience (customers).
- Outline objectives and goals, including:
- Primary goals (what to achieve, by when, at what cost?)
- Secondary goals (what benefits to gain, by using what resources?)
- Specify both types of goals in a goal statement document.
- Set boundaries (what’s in and out of the project?).
- Write a scope statement document specifying an amount of work to be accomplished with the project.
- Design a draft of the project plan based on scope and outlining major milestones.
- Define project control tools, including templates, timesheets, change control tools, configuration management tools.
- Outline a work breakdown structure (WBS), including high-level and intermediate deliverables.
2. Determine Stakeholders.
- Identify people and organizations involved in governing and managing the project.
- Identify people and organizations involved in implementing the project.
- Combine names of all stakeholders into a documented list (the stakeholder list).
- Formulate standards of reporting and communication to be used between all stakeholders within the project.
3. Evaluate Project Feasibility.
- Determine economic feasibility (cost/benefit analysis).
- Evaluate technological feasibility.
- Assess resource feasibility.
- Determine schedule feasibility.
- Determine organizational/cultural feasibility.
- Confirm the overall feasibility of the project.
4. Review the Business Case.
- Develop an economic plan for realizing the project goals and objectives.
- Make an accurate assessment of the return on investment (ROI).
- Use the ROI assessment to provide justification for the project and establish economic constraints.
- Confirm that the project is economically worthwhile so it should move ahead.
