  1. Assess the Project.
    • Define goals and objectives of your project
    • Identify your organization’s business needs and mission
    • Be sure that the project’s goals and objectives are aligned with the business needs and mission
    • Identify the project’s environment (challenges, enablers and values)
    • Assess the organization’s capacity against the environment to be sure it has all necessary resources to do the project
    • Prepare a change management plan and assess it for effectiveness
    • Carry out a focused meeting to identify and agree on success criteria for your project
    • Assess the project’s feasibility and cost-effectiveness
    • Develop a report that proves the project is worthwhile (feasible and cost-effective) 
  2. Make a Strategy.
    • Identify strategic results your organization wishes to receive upon project completion
    • Identify project deliverables (tangible and intangible results)
    • Be sure that deliverables are aligned with strategic results
    • Define benefits of your project
    • Find out whether project benefits provide value to your organization
    • Develop and agree on strategic themes or plans for implementing your project
    • Identify perspectives through developing forecasts and projections
    • Make a single implementation strategy that explains how to make your project successful 
  3. Develop a Strategic Map.
    • Perform cause-effect analysis to identify linkages between the enterprise-wide strategic objectives and project goals
    • Merge the implementation strategy with your project plan
    • Develop a strategic map which shows how the project creates value to stakeholders and customers
    • Place project metrics (see below) on the map for measuring the project by various parameters 
  4. Define Project Metrics (Examples).
    • Cost metrics: Budget Compliance, Cost Variance, Targeted Costs, Actual vs. Estimated
    • Scope metrics: Scope Change, Scope Forecast, Scope Baseline
    • Time metrics: Activity Duration, Milestones, Schedule Effectiveness, Schedule Resource Loading, Delays
    • Risk metrics: Compliance with Risk Register, Risk Responsiveness, New Risks, Risk Planning
    • Issue Metrics: Impact to Baseline, Issues Unsolved, Urgent Issue
    • Deliverables Quality metrics: Defects, Forecasted vs. Actual, Standards Adherence, Rework
    • Opportunity metrics: Cost-Saving, Labor-Saving, Teamwork, Communications
    • Success metrics: Deliverables Accepted, Completion, Goals Achieved, Value Delivered 
  5. Build a Scorecard.
    • Make a table with multiple rows and columns.
    • Add the following headers to columns: Objective, Metric, Priority, Initiative, Data Owner, Score
    • Add the following titles to rows: Finance, Customer, Process, Training, Growth
